In 2023, the Group for Legal and Political Studies (GLPS) and the European Policy Institute of Kosovo (EPIK), supported by the Embassy of the Kingdom of the Netherlands in Kosovo, joined forces to design
a new instrument for the systematic and holistic performance of the Government in the implementation of the EU reforms. In January 2024 the first European Reform Barometer was published.

This report presents the second European Reform Barometer 2025. The barometer has three specific objectives: (1) to advance public discourse on the implementation of the EU reforms by communicating them clearly and understandably to the general public; (2) to increase transparency and accountability of the government by offering strict, but fair, assessment of the line ministries performance in the implementation of the EU reforms; and (3) to support the line ministries in the design of the effective planning framework by offering objective and empirical assessment of the quality of EU reforms policy
planning framework. This edition of the EU Reform Barometer covers the period of January – December 2024.
