This report assesses the transparency and inclusiveness of four aspects of policy development and coordination: 1) transparency and inclusiveness of government decision-making process, 2) transparency of government planning and reporting, 3) transparency and inclusiveness of policy making and legislation development process, and 4) transparency and inclusiveness of policy implementation, evaluation, and parliamentary scrutiny.
