GLPS presented the Ninth Edition of the Rule of Law Performance in Kosovo

23 October 2025, Prishtina – Group for Legal and Political Studies (GLPS) hosted a roundtable discussion on the topic: “Performance of the Judicial and Prosecutorial System in Kosovo and Citizens’ Perception on the Justice Sector”, held in Prishtina.

At the beginning of the event, GLPS presented the Ninth Edition of the Rule of Law Performance Index in Kosovo (RoLPIK), which measures both institutional performance and citizens’ perception of justice institutions. RoLPIK aims to provide a data-driven overview of progress and remaining challenges in the rule of law sector.

According to the findings, 75.6% of citizens believe that individuals with political influence are less likely to be punished by the justice system, while 47.9% think that officials in these institutions request or accept bribes. The Kosovo Police continues to enjoy the highest public trust, receiving an average score of 3.6/5, followed by courts and prosecution with 2.7/5 each. More than half of respondents (51%) believe that the justice system has not improved in the last five years.

On the other hand, institutional performance data show that in 2024, courts achieved an efficiency rate of 95% for newly received cases, while prosecution reached 99%. However, backlogs remain a persistent challenge.

Following the presentation, a panel discussion was held with Mr. Besim Kelmendi, Acting Chief Prosecutor; Mr. Fahret Vellija, Member of the Kosovo Judicial Council; and Mr. Vigan Qorrolli, Acting Deputy Minister of Justice. The panel was chaired by Ms. Njomza Arifi, the Executive Director of GLPS.

The Ninth Edition of RoLPIK was developed with the support of the regional project “Smart Balkans – Civil Society for Shared Values in the Western Balkans”, implemented by CPCD, IDM, and CRPM, and funded by the Norwegian Ministry of Foreign Affairs.
