GLPS Hosts a Roundtable Discussion on Kosovo’s Reform Agenda and EU Integration Path

14 May 2026, Prishtina – Group for Legal and Political Studies (GLPS) organized a roundtable discussion on the topic: “Kosovo’s Reform Agenda: What Next?”. The panel featured Mr. Jeton Zulfaj, Chief Negotiator with the EU and National Coordinator for the Reform Agenda; Ms. Eva Palatova, Acting Head of the European Union Office in Kosovo; and Mr. Dren Puka, Executive Director of the Kosovo Civil Society Foundation (KCSF). The discussion focused on the next institutional steps, the need for interinstitutional coordination, and the importance of cooperation between institutions, international partners, and civil society in the reform and European integration process.

In her opening remarks, GLPS Executive Director Ms. Njomza Arifi provided a chronology of developments, from the initiation of the Growth Plan as an idea to the drafting of the Reform Agenda and the ratification of the related agreements in the Assembly. Among other points, Ms. Arifi emphasized the importance of the Growth Plan for Kosovo, calling for it not to be viewed solely through the lens of financial benefits, but rather as a direct incentive for alignment with EU standards through the implementation of committed reforms. Furthermore, GLPS researcher, Mr. Besar Gërgi, presented the monitoring report, explaining that by the end of the third semester (31 December 2025), Kosovo had missed significant opportunities for financial benefits due to the political and institutional crisis.

Chief Negotiator Zulfaj expressed the government’s commitment to fulfilling executive reform measures that do not depend on the Assembly, in order to advance several steps before the June deadline. Meanwhile, Ms. Palatova called for stronger unity within society and among political forces to build momentum for EU integration, urging cooperation and compromise among political parties. Linking this to the role of non-state actors, Mr. Puka from KCSF added that the involvement of civil society is essential for the effective implementation of this process.

GLPS reiterates that a considerable number of reform measures remain blocked due to the ongoing institutional crisis and the lack of willingness among political actors to compromise. As a result, continuous warnings regarding the risk of losing EU funds are beginning to materialize. Should the June 2025 reform measures not be fulfilled, whose grace period expires on 30 June 2026, the country risks losing access to substantial funds.
