Prishtina, August 26, 2025 – Group for Legal and Political Studies (GLPS) hosted a Roundtable Discussion to launch its latest Analysis titled: “Public Funds, Public Health: A Review of Kosovo’s Health Budget Transparency”, held in Prishtina. The aim of this event was to discuss budgetary transparency of the Ministry of Health in Kosovo for the period of 2023-2024, challenges and the prospects for reform.
At the beginning of the discussion, GLPS published an Analysis with the same title, which assesses the level of transparency in the budgeting process of the Ministry of Health and the Hospital and University Clinical Service of Kosovo (HUCSK) during the period of 2023 and 2024. It aims to evaluate how public funds in the health sector are planned, executed, and reported, and whether these processes are open, accessible, and accountable to the public.


The panel featured Mr. Enver Gashi, Director and Financial Expert at HUCSK, Ms. Saranda Ramaj, a Journalist and Field Expert, and Mr. Agron Demi, Author of the report. The discussion was opened and moderated by Ms. Arberesha Loxha Stublla, Executive Director at GLPS. The event was attended by representatives of the National Audit Office, civil society experts, and media.
The event focused on challenges and loopholes in managing Kosovo’s health sector budget which is decentralized by law, and a significant portion is managed and controlled by the HUCSK. The Analysis surfaced numerous issues, such as failure for proper access to financial reports, and lack of transparency overall.
