February 14, 2026

Prishtina, February 14, 2025 – Group for Legal and Political Studies (GLPS) held a press conference today on topic “Five priorities for the Kosovo Prosecutorial Council”. During this press conference, GLPS presented a Policy Note proposing five priorities for the Kosovo Prosecutorial Council (KPC), following the entry into force of the legal changes on the composition of this institution and the recent developments regarding the reform of the prosecutorial system.

According to GLPS, the KPC, as a collegial body that administers the prosecutorial system in the country, should have the following priorities: 1) Convening a meeting and approving the Regulation on the Election of the Chairperson and Deputy Chairperson of the KPC; 2) Election of the Chairperson and Deputy Chairperson; 3) Announcement of the competition for the position of Chief State Prosecutor; 4) Supplementing and amending the Regulation on the Election of Prosecutorial Members and the Election of New Members of the KPC; and 5) Increasing institutional transparency and accountability.

GLPS considers that these proposed priorities and the collaborative approach of the new composition of the Council towards the public, civil society and international partners would reflect a concrete step towards the institutional consolidation of the KPC and the fulfillment of legal obligations for a functional, reliable, transparent and accountable prosecutorial system.
