GLPS held a Press Conference in light of the new 2024 EC Country Report for Kosovo

01 November 2024, Prishtina – Group for Legal and Political Studies (GLPS) held a Press Conference to present an analysis and a set of recommendations to relevant institutions on the basis of the recently published EC Country Report 2024 for Kosovo. This assessment remains one of the key instruments through which the EU provides an assessment on the Kosovo’s reforms’ progress and overall democratic development. Given this, GLPS has regularly monitored the process of fulfillment and compliance with the EU standards, since 2012.

As per the latest EC Country Report, GLPS assessed that Kosovo has made good progress in four areas, some progress has been made in 11 areas, limited progress in 17 areas, and 2 areas have shown no progress at all. “This report is one of the key assessment instruments of Kosovo’s EU integration path, and considering the importance of the assessment, GLPS has been monitoring this process since 2012. Even in 2024, the progress report indicates that Kosovo has not made sufficient progress that would be considered essential for EU integration”, said Dea Fetiu, a Project Manager at GLPS.

“This is the first time when the EU assesses progress in two chapters, which relate to justice, security, and freedom, as well as the chapter on social policies and employment. Kosovo has made good progress in four areas, some progress in 11 areas, limited progress in 17 areas, and two areas have shown no progress at all,” Fetahu added.

In addition, the 2024 EC Country Report notes a poor performance of the Assembly of Kosovo due to noticeable political divisions between the ruling and opposition parties, which has undermined many legislative processes and international agreements. GLPS has observed that the majority of fall sessions were canceled, and we consider that there has been no satisfactory fulfillment of the legislative agenda. Besides these chapters, GLPS provided an analysis of the assessment in the field of public administration reform, rule of law, and foreign relations with particular focus on the neighbourly relations.
