12 March 2025, Prishtina – Group for Legal and Political Studies (GLPS) and EPIK Institute, have published the EU Reform Barometer2024. This initiative, supported by the Embassy of the Kingdom of the Netherlands in Kosovo, aims to advance the public discourse on EU reforms and increase public institutions accountability by publishing regularly EU Reform Barometer that will allow systematic and visible monitoring of EU-related reforms that Kosovo committed to.

The Executive Director of the Group for Legal and Political Studies (GLPS), Ms. Arbëresha Loxha Stublla, opened the conference by emphasizing that the purpose of the EU Reform Barometer is to stimulate public discourse on EU-related reforms, support ministries in their planning and implementation efforts, and enhance the accountability and transparency of public institutions in this process.
Mr. Aivo Orav, Head of the EU Office in Kosovo, highlighted the necessity of the Barometer in identifying priorities, strengthening monitoring efforts, and fostering dialogue between civil society, the Government, and the European Union. He reiterated the EU’s commitment to the enlargement process, mentioning the Growth Plan as a crucial step forward.

The Ambassador of the Kingdom of the Netherlands to Kosovo, Ms. Karin Boven, emphasized that European integration is a transformative journey. She noted that aspiring EU member states must align with the core EU values of rule of law, democracy, and good governance.
During the conference, the 2024 EU Reform Barometer results were presented. Among the 16 ministries (including the Office of the Prime Minister), two ministries—the Ministry of Defense and the Ministry of Local Government Administration—were not assessed due to the absence of planned measures. Of the 14 assessed ministries, five demonstrated good performances, six showed limited performance, and two were rated as low performers. As a result, the overall performance score of the Government in implementing EU-related reforms in 2024 was 47 points, categorizing it as limited performance.

After the presentation of the report, a discussion panel addressed the topic “Ministries’ Performance in Implementing EU Reforms.” The panel featured Mr. Faton Peci, Minister of Agriculture, Forestry, and Rural Development, and Mr. Vigan Qorrolli, Deputy Minister of Justice. Both panelists elaborated on the achieved results contributing to Kosovo’s European integration process.
