On May 9, Group for Legal and Political Studies held a Press Conference on the topic: “Five failures of the Kosovo Government toward the EU integration path”, held in Prishtina. The Republic of Kosovo continues to face serious challenges in its path towards European integration. Levels of these challenges are of a twofold. First, that of the political inability to guarantee the Kosovo’s European perspective is widely recognized and uncontested by any EU Member State, which naturally reflects the decision-making process of the European Council on issues related to Kosovo. Second, the lack of a minimal political commitment for a solid implementation of the necessary reforms, required with what is already well-known as the EU’s enlargement policy. Based on this challenges, GLPS drafted a Policy Note which highlights some of the biggest failures of the Kosovo Government in 2019 and 2019, pertaining to the implementation of the overall country’s EU perspective agenda.
On this basis, there are five areas where the Government and other relevant stakeholders have an accentuated lack of accountability and consequently failures are noticeable, including:
Clientelism, the enormous size of the Government, the abusive management of public money and an ineffective public sector;
Lack of essential justice reforms and political influences;
A non-competing private sector with a tendency to monopolize, and lack of a solid system/policies for costumer protection;
Education system based on secondary regulations, lack of quality and competitiveness with the region and beyond;
An increasing trend of migration as a result of the declining image of public institutions and the lack of equality before the law.
