On 18 November 2013, Group for Legal and Political Studies hosted a Panel Discussion, entitled: ‘Impacts of EU-facilitated agreement implementation on freedom of movement and trade between Kosovo and Serbia’. The panel prompted discussion on the freedom of movement, customs, and IBM agreements, the impacts these agreements have had on freedom of movement and trade between Kosovo and Serbia, and the remaining challenges associated with movement of persons and goods between Kosovo and Serbia. The panel highlighted the positive impacts that the agreements have had on the ability of Kosovan residents to travel into Serbia and on Kosovo’s exports to Serbia, while noting remaining challenges for freedom of movement and trade including tax evasion on goods destined for the North of Kosovo and high vehicle insurance rates for travelers crossing the border between Kosovo and Serbia. At the beginning of the discussion, Group for Legal and Political Studies presented a policy report entitled: “Dialogue-induced Developments on the Ground: Analysis on implementation of the EU-facilitated agreements on freedom of movement and trade between Kosovo and Serbia.” This report was co-authored by researchers from Group for Legal and Political Studies in Prishtina and Institute for Territorial Economic Development in Belgrade.
